Ah, you have yet to grasp the Genius (TM) of the Founding Fathers - the whole point of the US Constitution is to fragment Government in to multiple chunks which can fight each other, instead of The People. Indeed one of them* coined the whole "That government governs best that governs least", and put that belief in to practice.

* I want it to be Tom Paine or Jefferson but suspect it's actually Thoreau, and he didn't, SFAIK, have a terribly big role in the drafting of the Constitution, being as how his parents probably hadn't even met at the time.

The US seem to view the British system of the merged legislative and executive as rather odd. I'm quite fond of the fact that a government are actually *able* to deliver on manifesto promises (regardless of how often cynics might say that happens).

From memory, Thatcher/1979 and Blair/1997 were low 40s%, and even Attlee got less than 50% after WW2, and excluding the 1930s National Government you have to go back so far to find a party getting >50% that you start running in to arguments about whether the party system actually existed yet in modern form.

I remember an MP criticising the current system, saying that its defenders argued that it delivered strong government, but that he'd had strong government up to his neck. Which was good of him to say. (He's shown less distaste since his party came to power.)

Looking at the list then I guess that's a recommendation for the Canningites who only governed half a time and then only for a year or so. The Peelites are a close second though. Honestly, you'd have thought practice would help with these things.

Do we count people who haven't governed at all? I mean I have some terrifically good ideas about cloning dinosaurs and (in an unrelated incident) filling St Paul's with sharks (and water) to encourage tourism.

I don't feel Thore about it being Paine. I've often wondered and found wildly attestations in different places. To learn it is definitely Paine is a positive pleathure.
You don't want to end up going too far down that line or you'll end up supporting the BNP's nastier younger brothers or something. Anyway, the Lib Dems seem determined to be Tory lite right now so I am back to blessed indifference.
